Banne, but it may be a question whether there should

be some limit to the extent with which foreign Consuls may deal. When, as in the case

of foreign seamen dying in Hong Kong, the property is very small it is desirable to limit the expense of proceedings in the Supreme Court, as the Consul will report them to their Government for their proper performance of their duties.

But when the sum involved is large, including real estate (and in the Colony we cannot allow the Consul to deal with it without the intervention and check after Caution will be exercised).

On the latter

matter also I am disposed to agree in principle.
